Does technical service from parent company or associated enterprise to subsidiary triggers as a Nepal PE?

A subsidiary company is always a resident entity for Nepal and is not regarded as a PE of its parent company. This question discusses if technical service agreement with a parent company creates a separate PE for Nepal tax purpose.
